My dear Stewart,
I have your letter of the 23rd of September drawing my attention to a report which had reached you, that the Germans in Canton had arranged an outbreak in Hong Kong by one of the native regiments there,
In a despaton which I have just received the Governor says that on the 5th and 6th of August parayraphe appeared in the Canton newspapers, to the effect that e plot had been discovered in Hong Kong among the Indian troops to raise a revolt, and that the movement had been quashed by arrests made by the Government. The Governor immediately wrote to our Consul-General at Canton and asked him to procure contradictions of this idle report › and the punishment of the Editors of the offending newspapers.
I am, of course, watching the situation very closely with a view to avoiding danger to our Colonies
